  1. Open the Run dialog box by pressing Windows + R key.
  2. In the Dialog box, type gpedit.msc and press Ok.
  3. Now under Computer Configuration click on Windows Settings to expand it and then click on Security Settings.
  4. Now under Security Settings click on Local Policies and then click on User Rights Assignment.
  5. Now in the right side of the window scroll down the list and double click on "Shut Down the System" option.
  6. If you are using Windows you will see three User Groups by default, Administrators, Backup Operators and Users. The accounts which fall in these three groups are allowed to shut down your computer.
  7. Now you can remove any group from Shut Down Policy and the users of that group won't be able to shut down the computer. You can also create a new group and add the users of your choice in it and then remove that group from Shut Down Policy.

  1. Type mmc in start search and hit Enter, this will open the Microsoft Management Console.
  2. Now in the File Menu, click on Add/Remove Snap-in.
  3. Now find Group Policy option in the left side of the window and double click on it.
  4. The Group Policy dialog box will be open. Click on Browser button under the Local Computer option.
  5. Now select Non-Administrators and click OK.
  6. On the left side of the window click on User Configuration.
  7. Now under User Configuration click on Administrative Templates.
  8. Under Administrative Templates click on Start Menu and Taskbar.
  9. Now in the right side of the window click on option Remove and prevent access to the shutdown, restart, sleep, and hibernate commands and enable it.
  10. Now click Apply and then Ok and you are done with it.
  11. Now the Shut Down option is removed from the start menu.
